Net TV, is new?

According to a new “super advanced new” technology which allows you to stream videos over a P2P network, a new system is being developed to allow you to watch moves and send them to each other with the torrent protocols, more commonly used in the illegal bit-torrents that have started to surface in the last year or so. The software called the “Net TV project” is currently in BETA phase, and is supposedly, super advance, however it just sounds like you-tube to me, however, apparently not as the EU have decided to put £19 million into this system to get it up and running and apparently, with most TV channels delivering content online this is the next logical step, or is it?
